A Concurrent Resolution memorializing the President and Congress of the United States to enact legislation to help correct certain inequities among beneficiaries of the Social Security program.

 

Whereas, In 1977, Congress passed amendments to the Social Security Act which altered the benefit formula in order to protect the financial solvency of the Social Security system; and

Whereas, The unanticipated consequence of these amendments was the creation of a benefit notch that affects the millions of Americans born between 1917 and 1921; and

Whereas, As a result of the benefit notch, these senior citizens receive benefit checks that are smaller than those for persons born before 1917, which creates an inequity in the benefits structure of the Social Security system; and

Whereas, While it may not be possible to completely eliminate the benefit notch given the financial constraints of the Social Security system, it is possible to enact legislation which would address the current inequity so as to balance benefit fairness and fiscal responsibility; now, therefore,

 

    Be It Resolved by the General Assembly of the State of New Jersey (the Senate concurring):

 

    1. The President and Congress of the United States are respectfully memorialized to expeditiously enact legislation which would provide a fiscally sound and equitable solution for the so-called Social Security "notch" problem.

 

    2. A duly authenticated copy of this concurrent resolution, signed by the Speaker of the General Assembly and attested by the Clerk of the General Assembly and signed by the President of the Senate and attested by the Secretary of the Senate, shall be transmitted to the President of the United States, the presiding officers of the United


States Senate and House of Representatives, and to every member of Congress elected from the State of New Jersey.

 

 

STATEMENT

 

    This concurrent resolution memorializes the President and Congress of the United States to expeditiously enact legislation which would provide a fiscally sound and equitable solution for the so-called Social Security "notch" problem.
