A Concurrent Resolution opposing a proposed connector roadway between the New Jersey Turnpike and the Atlantic City Expressway in Gloucester County and memorializing the Governor to veto any minutes of the New Jersey Turnpike Authority as they relate to this proposal.

 

Whereas, In 1990, the Transportation Executive Council issued a report concerning transportation in southern New Jersey and in that report identified a number of strategies to address transportation issues in the area, including the construction of a connector road linking the New Jersey Turnpike (the Turnpike) and the Atlantic City Expressway (the Expressway); and

Whereas, As a result of the Transportation Executive Council Report, the New Jersey Turnpike Authority, in cooperation with the South Jersey Transportation Authority, conducted an alternative route development study for a connector roadway between the Turnpike and the Expressway; and

Whereas, The New Jersey Turnpike Authority recently released the results of its alternative route development study, which propose nine alternative routes to connect the Turnpike and the Expressway, of which three were selected by the New Jersey Turnpike Authority; and

Whereas, There has been public outcry, especially in the boroughs of Clayton, Glassboro and Pitman, and the townships of Elk, Monroe and Washington in Gloucester County, and the township of Gloucester in Camden County, against three proposed alternative routes in the report, which routes would adversely impact farmland and wetlands, as well as noise and air quality, and would disrupt the community life of those municipalities they would traverse; and

Whereas, It is altogether fitting and proper for the Legislature of the State of New Jersey, in expressing the sense of the citizens it has been elected to represent, to express opposition to a proposed connector roadway between the New Jersey Turnpike and the Atlantic City Expressway in Gloucester County and to memorialize the Governor to veto any minutes of the New Jersey Turnpike Authority as they relate to this proposal; now, therefore,

 

    Be It Resolved by the General Assembly of the State of New Jersey (the Senate concurring):

 

    1. The Legislature of the State of New Jersey opposes, for the reasons expressed in the preamble hereto, a proposed connector roadway between the New Jersey Turnpike and the Atlantic City Expressway in Gloucester County, and memorializes the Governor to veto any minutes of the New Jersey Turnpike Authority as they relate to this proposal.

 

    2. Duly authenticated copies of this resolution, signed by the Speaker of the General Assembly and the President of the Senate and attested by the Clerk of the General Assembly and the Secretary of the Senate, shall be transmitted to the Governor of the State of New Jersey, the members of the New Jersey Turnpike Authority and the members of the South Jersey Transportation Authority.

 

 

STATEMENT

 

    This concurrent resolution expresses the opposition of the Legislature to a proposed connector roadway between the New Jersey Turnpike and the Atlantic City Expressway in Gloucester County and memorializes the Governor to veto any minutes of the New Jersey Turnpike Authority as they relate to this proposal. The proposed connector roadway through Gloucester County, as selected by the New Jersey Turnpike Authority would adversely impact farmland and wetlands, as well as noise and air quality, and would disrupt the community life of those municipalities they would traverse.
