      The Assembly Community Services Committee favorably reports Assembly Resolution No. 105 with amendments.

      As amended by committee, this Assembly Resolution memorializes Congress to enact legislation providing tax incentives to prospective adoptive families. Currently there are 500,000 children in foster care throughout the United States and only 50,000 adoptions are approved each year, some of them at exorbitant costs. Legislation which would provide tax credits for families who are interested in adopting special needs children would make it easier for them to adopt and help to create a system where no child is denied access to loving parents and a healthy home.

      The amendments delete reference to HR3286 of 1996, since this bill has not been reintroduced in Congress in the current session.
