ASSEMBLY RESOLUTION No. 60

STATE OF NEW JERSEY

INTRODUCED FEBRUARY 22, 1996

By Assemblyman ROONEY

An Assembly Resolution urging the Commissioner of Human Services and the State Treasurer to move with due diligence in releasing monies appropriated through the "Developmental Disabilities Waiting List Reduction and Human Services Facilities Construction Bond Act."

Whereas, In September of 1995 the "Developmental Disabilities Waiting List Reduction and Human Services Facilities Construction Bond Act" was signed into law by Governor Whitman in an effort to improve the State's efforts in providing community-based care to people with disabilities; and

Whereas, The bond issue, seen as a way to finance residential services for disabled adults living with aging parents, provided $10 million for the purpose of moving persons with developmental disabilities off Statewide waiting lists and into residential care, where they can be given more individualized care. The remainder of the money was to be used to develop community-based services and upgrading conditions at State institutions for the disabled; and

Whereas, As of this date, none of the monies allocated by the bond issue has been used for its stated purposes; now, therefore,

Be It Resolved by the General Assembly of the State of New Jersey:

    1. The Commissioner of Human Services and the State Treasurer are urged to move with due diligence in releasing the monies appropriated through the "Developmental Disabilities Waiting List Reduction and Human Services Facilities Construction Bond Act."

    2. Duly authenticated copies of this resolution signed by the Speaker of the General Assembly and attested by the Clerk, shall be transmitted to the Commissioner of Human Services and the State Treasurer.
