STATE OF NEW JERSEY

An Assembly Resolution designating May 5, 1996 as Loyal Heart Award Day in New Jersey.
whereas, There are over two million people in the State with disabilities whose civil rights are guaranteed under the "Americans with Disabilities Act of 1990"; and
Whereas, A multitude of caregivers support persons with disabilities and assist them to achieve their fullest potentials; and
Whereas, An awareness of these caregivers should be included among the issues, expanded communications and awareness promotions that inform the public about the needs and concerns of people with disabilities; and
Whereas, State, county and local governments have implemented inclusionary programs for persons with disabilities that they could not or would not be able to attend without the loving care and assistance of those who assist them; and
Whereas, Elayne Risley initiated the public recognition of these loyal caregivers because of her own personal experience and then as chair of the Middlesex County Chapter Coalition on Women and Disabilities, instituted the Loyal Heart Award; and
Whereas, Persons with disabilities recognize and join in celebrating these selfless individuals who give of their time, care and consideration through the third annual Loyal Heart Award Day celebration; and
Whereas, New Jersey is the leader in support and recognition of this humanitarian celebration on the first Sunday in May of each year and also supports a National celebration; and
Whereas, In order to promote a spirit of community and to ensure continued public recognition of the important role these Loyal Heart Award recipients and all caregivers, who are often family members, friends, neighbors, health care professionals or aides, play in the life of a person with disabilities, it is only fitting that this day be celebrated during Human Potential Week; now, therefore,
Be It Resolved by the General Assembly of the State of New Jersey :
1. The Governor is respectfully requested to designate May 5, 1996 as Loyal Heart Award Day in New Jersey.
2. The citizens of this State are urged to recognize the loyal efforts of caregivers and helpmates in helping persons with disabilities achieve their fullest potential.
3. Duly authenticated copies of this resolution, signed by the Speaker of the General Assembly and attested by the Clerk of the General Assembly, shall be transmitted to the Governor and the Commissioner of Human Services and the Middlesex County Chapter Coalition on Women and Disabilities.
STATEMENT
This resolution designates May 5, 1996 as Loyal Heart Award Day in New Jersey in order to provide public recognition to caregivers of persons with disabilities who give of their time, care and consideration.
