ASSEMBLY RESOLUTION No. 77

 

STATE OF NEW JERSEY

An Assembly Resolution reconstituting the Assembly Task Force on Business Retention, Expansion and Export Opportunities, and adding certain responsibilities thereto.

 

Whereas, During the 1994-1995 legislative session, the Assembly Task Force on Business Retention, Expansion and Export Opportunities, constituted by action of the Speaker of the General Assembly and composed of private sector executives, and legislators appointed on a bi-partisan basis, issued a report containing findings and recommendations to improve the State's business retention, business attraction, and export promotion and foreign investment strategies; and

Whereas, This task force was successful in formulating a "business empowerment" package of legislation emanating from the recommendations of its August 1994 report entitled "A New Tide of Change: Blueprint for Growth"; and

Whereas, Seven of the thirteen proposed legislative measures were enacted into law during the last session, including the "New Jersey Public-Private Regional Field Offices Act" (P.L.1995, c.205); "The Micro-Business Development and Assistance Act" (P.L.1995, c.206); "The New Capital Sources Partnership Act" (P.L.1995, c.293); "The New Jersey Industry Sector Network Development Act" (P.L.1995, c.207); "The New Jersey Business Relocation Mission Private Partnership Act" (P.L.1995, c.208); "The Export Financing Opportunities Act" (P.L.1995, c.209); and "The New Jersey Purchase First Program Act" (P.L.1995, c.210); and

Whereas, The remaining six pieces of legislation, which passed the Assembly during the last session and were released by the Senate Natural Resources, Trade and Economic Development Committee, have been re-introduced for the 1996-1997 legislative session; and

Whereas, The report and legislation chart a new course for aggressive public-private partnerships, and re-engineering the role of government to be the catalyst for forming new private business, and regional and industry sector networks to deliver services customized to the unique needs of firms; and

Whereas, There is still a need to formulate new and innovative


    initiatives in light of corporate restructuring and downsizing, and     the task force is prepared to continue its work; now, therefore,

 

    Be It Resolved by the General Assembly of the State of New Jersey:

 

    1. The Assembly Task Force on Business Retention, Expansion and Export Opportunities, (hereinafter, the "task force") constituted by action of the Speaker of the General Assembly for the 1994-1995 legislative session, is hereby reconstituted for the 1996-1997 legislative session.

 

    2. The Speaker of the General Assembly, shall appoint the members of the task force as follows: four members of the General Assembly, one of whom shall be designated by the Speaker as chairman; commissioners of those executive departments deemed appropriate and necessary to contribute to the dialogue between the task force, the business community and the Legislature, which commissioners shall serve ex officio; public members, in a number to be determined by the Speaker, who shall be private sector and public sector executives.

 

    3. The task force shall: monitor any implementation of the legislation cited in the preamble to this resolution, and such other legislation as may be enacted that is based upon the recommendations of the task force; study additional approaches to fostering general business retention, expansion and export opportunities; study approaches to bolstering small business development and growth; examine methods of reducing or eliminating regulatory or other impediments to business establishment and development; and evaluate opportunities for public-private partnerships through which governmental entities will be able to help empower developing businesses.

 

    4. The task force shall organize as soon as possible after the appointment of its members. The chairman shall appoint a vice chairman, and a secretary who need not be a member of the task force. The task force shall meet and hold hearings at any place or places it shall designate during the sessions or recesses of the General Assembly.

 

    5. The task force may request the assistance and services of the employees of any State, county or municipal department, board, bureau, commission, or agency as it may require and as may be available to it for its purposes; may employ stenographic and clerical assistants; and may incur travel and other miscellaneous expenses necessary to perform its duties, within the limits of funds made available to it for its purposes.

 

    6. The task force shall, in a timely manner, report its findings and conclusions, including recommendations for legislation or for suggested administrative action, to the Speaker of the General Assembly, and the chairman of the Assembly Commerce, Military and Veterans' Affairs Committee or its successor.

 

 

STATEMENT

 

    This Assembly resolution reconstitutes the Assembly Task Force on Business Retention, Expansion and Export Opportunities and expands its duties. The task force, originally constituted by action of the Speaker of the General Assembly during the 1994-1995 legislative session, is composed of business executives, and legislators appointed on a bi-partisan basis, and is charged in the resolution with monitoring the implementation of legislation based on its recommendations, as well as studying further methods of encouraging business development in this State.
