An Assembly Resolution creating a task force on managed care.

 

Whereas, The growth of managed care in this State over the last five years has been dramatic, as employers seek ways to contain the cost of health insurance; and

Whereas, As more insurers and self-insured plans offer and provide managed care plans to residents of the State, there is an increasing need to review the practices of these plans and the impact these plans are having on the delivery of health care services in the State; and

Whereas, The goal of cost containment in the delivery of health care services is long overdue; however, the delivery of quality and medically necessary health care services cannot be sacrificed in order to meet the goal of cost containment; and

Whereas, It is, therefore, necessary to establish an Assembly Task Force on Managed Care to study the effects of managed care on the health care system in the State and on the providers and users of health care services in the State; now, therefore,

 

Be It Resolved by the General Assembly of the State of New Jersey:

 

    1. There is established the Assembly Task Force on Managed Care. The task force shall be comprised of five members of the General Assembly, appointed by the Speaker of the General Assembly, not more than three of whom are of the same political party.

    The task force shall hold at least three public hearings on the issue of the effects of managed care on the health care system in the State and on the providers and users of health care services in the State. The task force shall also review the impact of pharmacy benefit managers on the delivery of pharmaceutical services in the State.

    The task force shall report to the Legislature within six months after its organization with its findings and any recommendations for legislative action concerning managed care in the State.

 

    2. The task force shall expire upon the issuance of its report.


STATEMENT

 

    This Assembly resolution establishes a five-member Assembly Task Force on Managed Care, whose members shall be appointed by the Speaker of the General Assembly.

    The task force shall hold at least three public hearings on the issue of the effects of managed care on the health care system in the State and on the providers and users of health care services in the State. The task force shall also review the impact of pharmacy benefit managers on the delivery of pharmaceutical services in the State.

    The task force shall report to the Legislature within six months after its organization with its findings and any recommendations for legislative action concerning managed care in the State.
