An Assembly Resolution memorializing the Congress of the United States to enact H.R.3429 (the "Water Quality Public Right-To-Know Act of 1996"), which amends the federal "Safe Drinking Water Act" to require each community water system to prepare and provide an annual consumer confidence report concerning drinking water purveyed by that system.

 

Whereas, Water is a natural resource critical to the public health, safety and welfare, and every effort must be made to ensure that the nation's drinking water supply is sufficient both in quantity and quality; and

Whereas, Both point source and nonpoint source pollution as well as natural events constantly threaten the potability of the nation's drinking water supply, and recent events have acted as a reminder of the need to be vigilant in safeguarding and monitoring public water supplies; and

Whereas, All citizens who obtain their water from community water systems are entitled to know whether or not they are drinking water that is clean and safe, the source or sources of that water, what contaminants are present in the water, and the maximum contaminant levels permitted by law or regulation; and

Whereas, Legislation, recently introduced in Congress and known as the "Water Quality Public Right-To-Know Act of 1996" (H.R. 3429), would respond to that need by amending the federal "Safe Drinking Water Act" to require each community water system to publish annually in appropriate local newspapers and mail at least annually to each customer of the system a comprehensive report on the level of contaminants in the drinking water purveyed by that system; now, therefore,

 

    Be It Resolved by the General Assembly of the State of New Jersey:

 

    1.    The Congress of the United States is respectfully memorialized to enact H.R.3429 (the "Water Quality Public Right-To-Know Act of 1996"), which amends the federal "Safe Drinking Water Act" to require each community water system to prepare and provide an annual consumer confidence report concerning drinking water purveyed by that system.

 

    2.    Duly authenticated copies of this resolution, signed by the Speaker of the General Assembly and attested by the Clerk thereof, shall be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, the majority and minority leaders of the United States Senate and the United States House of Representatives, every member of Congress elected from this State, the Administrator of the United States Environmental Protection Agency, the Region II Administrator of that agency, and the Commissioner of the New Jersey Department of Environmental Protection.

 

 

STATEMENT

 

    This resolution would memorialize the Congress of the United States to enact H.R.3429 (the "Water Quality Public Right-To-Know Act of 1996"), which amends the federal "Safe Drinking Water Act" to require each community water system to prepare and provide an annual consumer confidence report concerning drinking water purveyed by that system.
