An Act establishing policies and procedures for responding to the threat of explosive devices in schools and supplementing chapter 17 of Title 18A of the New Jersey Statutes.

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

    1. a. Each school board shall establish policies and procedures to ensure the safety of students and employees in the event a school receives information that an explosive device may be present in a school building or on school property. However, no employee of the board of education shall be required to participate in the visual search for an explosive device, unless such a search is included in the employee's job description. As used in this act, "explosive device" means any destructive device or explosive as defined under N.J.S.2C:39-1, any explosive or propellant as defined under section 2 of P.L.1960, c.55 (C.21:1A-129) or any dangerous fireworks as defined under R.S.21:2-3.

    b. The school board shall provide inservice training for all employees who are involved in the implementation of the policies and procedures of the board established under subsection a. of this section. The inservice training shall be conducted pursuant to uniform guidelines prepared by the Department of Education in consultation with the Department of Law and Public Safety.

 

    2. This act shall take effect immediately.

 

 

STATEMENT

 

    This bill requires each school board to establish policies and procedures to ensure the safety of students and employees in the event a school receives information that an explosive device may be present in a school building or on school property. However, no employee of the board of education may be required to participate in the visual search for an explosive device, unless such a search is included in the employee's job description.

    The school board is also required to provide inservice training for all employees who are involved in the implementation of the policies, which would be conducted under guidelines prepared by the Department of Education in consultation with the Department of Law and Public Safety.
