STATEMENT TO
SENATE, No. 132
with Assembly Floor Amendments

These amendments permit a board of fire commissioners in a fire district to also appoint as a member or officer of that fire department or force a qualified civilian federal firefighter in good standing at any U.S. military installation in the State. The amendments also require that the Department of Personnel circulate the list of civilian firefighters eligible for appointment as local firefighters under the bill to boards of fire commissioners. The amendments also require that the Department of Personnel circulate the list to municipalities and fire districts that have not adopted Title 11A, Civil Service, of the New Jersey Statutes.
Finally, the amendments require that placement on the list compiled by the department will be governed by length of service as a federal firefighter; that a federal firefighter may apply for placement on the list at the time he or she receives a notice of termination of position or a priority placement program notice; and that an eligible federal firefighter shall remain on the list for a period of four years.
