The SENIOR CITIZENS, VETERANS AFFAIRS AND AGRICULTURE COMMITTEE Committee reports favorable Senate Bill No. 201.      The Senate Senior Citizens, Veterans Affairs and Agriculture Committee reports favorably and with committee amendments, Senate, No. 201.

      This bill repeals the law establishing a "Charity Racing Day for the Vietnam Veterans' Memorial" and replaces that charity day with a "Charity Racing Day for the Horse Park of New Jersey and for the Care of Retired Horses." Fifty percent of the funds received by the Racing Commission from its share of the parimutuel pools on those charity racing days at the New Jersey racetracks shall be appropriated to the Department of Agriculture to be used as a grant to the Horse Park of New Jersey, and 50% shall be appropriated to the Department of Agriculture for grants to organizations which care for retired racehorses. The bill would take effect on July 1, 1997.

      This bill was pre-filed for introduction in the 1996 session pending technical review. As reported, the bill includes the changes required by technical review which has been performed.

 

COMMITTEE AMENDMENT:

      The committee amended the bill to provide that 50% of the moneys received by the Racing Commission shall be used as grants to the Horse Park of New Jersey and 50% used as grants to organizations which care for retired racehorses. (The bill had allocated 25% of the funds to the Horse Park and 75% to the care of retired racehorses.)

      The committee also amended the bill to provide that it will take effect on July 1, 1997 rather than upon the date of enactment.
