SENATE SENIOR CITIZENS, VETERANS' AFFAIRS AND AGRICULTURE COMMITTEE

STATEMENT TO

SENATE, No. 256

with committee amendments

STATE OF NEW JERSEY

DATED: JANUARY 18, 1996The SENIOR CITIZENS, VETERANS AFFAIRS AND AGRICULTURE Committee reports favorable Senate Bill No. 256.

The Senate Senior Citizens, Veterans' Affairs and Agriculture Committee reports favorably Senate Bill No. 256, with committee amendments.

As amended, this bill provides for a checkoff on gross income tax returns to permit any taxpayer to make a voluntary contribution of $2.00, $5.00, or $10.00 of the taxpayer's refund, or to make a separate contribution filed with the return, to the Senior Citizen Property Tax Relief Fund. Moneys in the fund are to be appropriated solely for property tax relief assistance for senior citizens as shall be established by law. The Division of Taxation is allowed to deduct its administrative costs from the amount collected.

The committee amended the bill to provide for the option of making a direct contribution in place of a dedication from the tax refund, and to remove language that could be construed to limit the contribution option only to a taxpayer who is due a refund.

Technical review was performed on this pre-filed bill, as required under Joint Rule 18A of the Senate and General Assembly.
