An Act concerning the Adult Diagnostic and Treatment Center and supplementing chapter 47 of Title 2C of the New Jersey Statutes.

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

    1. Prior to entering into any contract with a private entity, pursuant to the provisions of P.L. , c. (now pending before the Legislature as Senate Bill No. 688 of 1996), to provide for the treatment of persons committed to the Adult Diagnostic and Treatment Center, the Department of Corrections shall enter into an agreement or contract with a qualified consultant to conduct a study of the treatment and services provided at the center and to provide recommendations concerning the treatment and services which should be provided at the center by a private entity and the most effective and efficient methods of privatizing that treatment and those services. The department also may request, as part of the contract or agreement, that the recommendations include a list of the private entities that the consultant deems capable and qualified to provide such treatment and services at the center.

    For the purposes of this act, a qualified consultant means a person who, by training or experience, is a recognized professional specializing in the psychological or psychiatric treatment and care of sex offenders or in the administration of such treatment and care in institutional settings.

 

    2. This act shall take effect immediately.
