SENATE JUDICIARY COMMITTEE

STATEMENT TO

SENATE COMMITTEE SUBSTITUTE FOR

SENATE, Nos. 263 and 93

STATE OF NEW JERSEY

DATED: JANUARY 18, 1996

The Senate Judiciary Committee reports favorably a committee substitute for Senate Bill Nos. 263 and 93.

This committee substitute appropriates $2,236,000 in federal funds from the U.S. Department of Justice to the Department of Law and Public Safety for crime victim assistance and compensation programs administrated by the Violent Crimes Compensation Board (VCCB). Funds for this award come from federal criminal fines, penalty assessments, and bond forfeitures which are collected by federal prosecutors and the federal courts. These federal monies will provide direct support to victims of violent crimes for the two-year period which began October 1, 1995. This federal grant award is based on the amount of expenditures by the VCCB for crime victim assistance and compensation programs in the previous fiscal year.

This bill was prefiled for introduction in the 1994 session pending technical review. As reported, the bill includes the changes required by technical review which has been performed.
