An Act appropriating moneys from the "Water Supply Fund" for State projects, as recommended by the New Jersey Statewide Water Supply Plan.

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

    1. There is appropriated to the Department of Environmental Protection from the "Water Supply Fund," created by section 14 of the "Water Supply Bond Act of 1981" (P.L.1981, c.261), as amended by P.L.1983, c.355, the sum of $400,000.00 for a regional water supply management study of the Passaic River basin, as recommended by the New Jersey Statewide Water Supply Plan. The purpose of this study is to determine:

    a. How much additional safe yield of water supply and savings in energy costs to the major purveyors in the Passaic River basin may be obtained by an integrated operation of the reservoirs and pumping stations of the different water supply systems in the basin;

    b. What type of regional management is necessary to assure optimum results;

    c. What financial arrangements are appropriate to equitably adjust the relative advantages and disadvantages of the different water supply systems; and

    d. What are the projected costs of operating a regional management system.

 

    2. This act shall take effect immediately.

 

 

STATEMENT

 

    This bill would appropriate $400,000.00 to the Department of Environmental Protection from the "Water Supply Fund" created by the "Water Supply Bond Act of 1981" (P.L.1981, c.261), as amended by P.L.1983, c.355, for a regional water supply management study of the Passaic River basin. The study would determine (1) how much additional safe yield of water supply and savings in energy costs to the major purveyors in the Passaic River basin may be obtained by an integrated operation of the reservoirs and pumping stations of the different water supply systems in the basin; (2) what type of regional management is necessary to assure optimum results; (3) what financial arrangements are appropriate to equitably adjust the relative advantages and disadvantages of the different water supply systems; and (4) what are the projected costs of operating a regional management system. The use of these moneys is consistent with the recommendations of the New Jersey Statewide Water Supply Plan.
