STATEMENT

The compact establishing the Delaware River and Bay Authority (the Authority) authorizes each State to the compact to enact law delineating the powers of investigation, detention and arrest of the Authority’s police force within that State. This bill would provide full time, permanently appointed police officers of the Authority with the power of arrest for any crime committed in an officer’s presence within the territorial limits of the State of New Jersey. The bill further provides that a police officer of the Authority acting under lawful authority beyond the jurisdictional limits of the Authority would have all the immunity from tort liability and all the pension, relief, disability, workmen’s compensation, insurance and other benefits as those enjoyed as a Delaware River and Bay Authority officer while performing duties within the jurisdiction of the Authority.
