An Act concerning the scope of practice of a psychologist and supplementing P.L.1966, c.282 (C.45:14B-1 et seq.).

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

    1. On or after January 11, 1996, the State Board of Psychological Examiners shall not adopt any rule or regulation which expands the psychological services, principles or procedures included in the scope of practice of a licensed practicing psychologist or require licensing of any class of practitioner not currently required to be licensed pursuant to P.L.1966, c.282 (C.45:14B-1 et seq.).

 

    2. This act shall take effect immediately, shall be retroactive to January 11, 1996 and shall expire on the enactment date of an act providing for the licensing of all mental health professionals under a single board.

 

 

STATEMENT

 

    This bill prohibits the State Board of Psychological Examiners from adopting any rule or regulation which expands the psychological services, principles or procedures included in the scope of practice of a licensed practicing psychologist and from licensing any class of practitioner not currently required to be licensed by the board. The board in the past has attempted to include psychoanalysis and hypnotherapy in the scope of practice of a licensed practicing psychologist and the intent of this bill is to prevent such actions by the board. The provisions of this bill will expire upon the enactment date of an act providing for the licensing of all mental health professionals under a single board.

 

                             

Prohibits Board of Psychological Examiners from expanding scope of practice of a psychologist through regulation.
