An Act concerning animal euthanasia and supplementing chapter 22 of Title 4 of the Revised Statutes.

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

    1. Any person who administers animal euthanasia for an incorporated humane society or licensed animal control facility shall be certified by the Department of Health as trained and qualified in the euthanasia procedure. The Department of Health shall file the certification in writing with the humane society or the animal control facility where it shall be available at the licensed premise for inspection.

 

    2. The Department of Health, within 90 days after the date of enactment of this act, shall establish, by regulation adopted pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.), a procedure and criteria for the certification required pursuant to section 1 of this act.

 

    3. This act shall take effect on the 90th day after the date of enactment, except that section 2 shall take effect immediately.

 

 

STATEMENT

 

    This bill would provide that any person who administers animal euthanasia for an incorporated humane society or licensed animal control facility shall be certified by the Department of Health as trained and qualified in the euthanasia procedure. The department is required to file the certification at the licensed premise, where it is to be available for inspection.

    The bill also would require the Department of Health to establish, within 90 days, procedures and criteria for the certification of persons who administer animal euthanasia, and would postpone the certification requirement until the department has acted.


                            

 

Provides that persons who administer animal euthanasia shall be certified by DOH as trained and qualified.
