      Senate Bill No. 536 of 1996 permits the Director of the Division of Motor Vehicles (DMV) to issue special license plates to a public member of a permanent State board or commission. The director would be authorized to charge a fee of $25 for the special license plates in addition to fees otherwise required by law.

      In previous estimates provided by DMV for issuing new, special license plates, DMV anticipated total fixed costs to be about $41,000, for reprogramming agency and revenue automated systems, and for one-time die costs; variable costs would be about $8 for the issuance of each set of special plates. However, since DMV is generally unable to estimate public interest in new, special license plates, it does not project revenues.

      The Office of Legislative Services (OLS) concurs with previous DMV estimates for the issuance of new, special license plates. In addition, OLS would note that the bill makes no provision for a renewal fee. Consequently, revenues would depend on application fees, a member's interest in purchasing special license plates, and the frequency of change in board/commission memberships.

 

The legislative fiscal estimate has been produced by the Office of Legislative Services due to the failure of the Executive Branch to respond to our request for a fiscal note.
