      This amendment reinserts sections 1 through 6 of the bill which were deleted from the original bill by the Senate Budget and Appropriations Committee. These sections would permit, once the federal General Services Administration regulations are promulgated, the State, authorities, State and county colleges, county and municipal governments, and school districts, to use the Federal Supply Schedules of the Federal General Services Administration to the extent permitted by the "Federal Acquisition Streamlining Act of 1994," Pub.L.No.103-355, signed into law on October 13, 1994. The Legislature's grant of this authority to purchase from the Federal Supply Schedules would provide an alternative to the current statutory procedures concerning the award of contracts.

      The amendment delays the effective date of sections 1 through 6 until the federal regulations are promulgated.

      In addition, the amendment modifies section 1 of the bill (which becomes section 7 in the amendments) to ensure that the State's use of cooperative purchasing agreements with other States to purchase goods and services does not result in the State's failure to first purchase goods manufactured or produced by the inmates of New Jersey correctional institutions and sold through the Bureau of State Use Industries, as required in R.S.30:4-95.
