      The Senate Commerce Committee reports favorably and with committee amendments Senate Bill No. 663.

      This bill, as amended, makes an exception to the definition of "at-fault accident" for accidents in which an operator is at-fault while operating a motor vehicles that is self-insured or insured under a commercial insurance policy. Under current law, such accidents are charged against the personal driving record of the operator, if he is at-fault, and could lead to the assessment of automobile insurance eligibility points against him. This bill precludes an insurer from assessing automobile insurance eligibility points against and surcharging such an operator.
