      Senate Bill No. 912 (1R) of 1996 requires municipalities which enforce the State Uniform Construction Code to waive construction permit and site plan review fees for disabled persons, or a parent or sibling of a disabled person, seeking to make alterations or improvements intended to promote accessibility to their own living units.

      The Office of Legislative Services (OLS) does not anticipate that the bill will have an effect on State funds, since the language of the bill refers only to municipal fees and charges that will be waived. However, the OLS notes that the aggregate financial effect of the loss of these fees on municipalities cannot be determined because the effect will depend upon the number and scope of projects undertaken by disabled persons, or a parent or sibling of a disabled person, at their homes, and may well vary from municipality to municipality. The OLS speculates that the cost of the inspection of such work that would be exempted from the payment of fees would, in most cases, be passed on in the form of higher fees to other municipal residents undertaking construction.

      This legislative fiscal estimate has been produced by the Office of Legislative Services due to the failure of the Executive Branch to respond to our request for a fiscal note.
