      Senate Bill No. 934 of 1996 directs the New Jersey Transit Corporation (NJT) to make the installation and maintenance of automatic train control systems on its lines and trains the highest capital program priority of the corporation.

      The corporation has proposed the installation of either an automatic train control system or a positive train stop system on all NJT lines by December, 1997. NJT further proposes that by December, 2001 all of its lines would be equipped with both an automatic train control system and a positive train stop system.

      NJT estimates that the initial phase of work would cost about $29 million and the second phase about $83 million for a total cost of about $112 million. These monies would be requested from capital program appropriations provided by the Transportation Trust Fund Authority and federal funds.

      The Office of Legislative Services concurs.
