The Senate Law and Public Safety Committee reports favorably and with committee amendments Senate Bill No. 1095.
This bill authorizes the issuance of special license plates to commemorate the 75th anniversary of the New Jersey State Police. The license plate would be designed by the State Police with the approval of the Director of the Division of Motor Vehicles (DMV), and would include the markings or identification otherwise prescribed by law.
The license plates would be issued to the State Police to be displayed on any State Police motor vehicle marked as State property. The special license plates could be displayed from the date of their issuance until one year after the effective date of this bill.
The Director of the Division of Motor Vehicles is authorized to transmit the special license plates, upon their surrender, to the Former Troopers Association. The association is authorized to retain the plates for disposition to its members and members of the State Police on active duty.
Any monetary donation by the Former Troopers Association made available to the State for sponsorship of the issuance of the special license plates, would be accepted by the director on behalf of the State to defray the cost of administration, design and production.
The committee amended the bill to provide the license plates could be displayed for one year after the bill's effective date. As introduced, the license plates could be displayed only until February 1, 1997. The committee also amended the bill to provide that the Superintendent of State Police in consultation with the director would determine the manner in which surrendered license plates could be used. The amendments also provide that the donation by the Troopers Association would be used by the DMV to defray the cost of administration, design and production of the commemorative license plate.
