ADOPTED: OCTOBER 24, 1996

      SCS for S1127 would clarify that the plaintiff in a tax foreclosure action must join as a party defendant only those persons having a right of redemption. These amendments would create an exception to this provision and require that if a public entity is a judgment creditor, the public entity must be joined as a party defendant.
