An Act concerning motor vehicle registration plates of certain veterans and supplementing chapter 3 of Title 39 of the Revised Statutes.

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

    1 .a. For purposes of this act, "eligible veteran plate owner" means a person who has been issued special registration plates which the director determines serve to advance veterans' causes and interests or to honor military veterans.

    b. An eligible veteran plate owner may affix an appropriate colored emblem, approved by the director, to each special registration plate for a motor vehicle owned or leased by that plate owner. The plate owner shall be responsible for the cost of the emblems.

    c. The director shall promulgate rules and regulations governing the use, design, and placement of these emblems.

   

    2. This act shall take effect on the first day of the sixth month after enactment, except that subsection c. shall take effect immediately.

 

 

STATEMENT

 

    This bill permits the Director of the Division of Motor Vehicles to approve the use of colored emblems that can be affixed to certain military veteran- related license plates. This bill is intended to enhance the significance of plates used by members of veteran service organizations such as the Pearl Harbor Survivors Association, American Legion, Veterans of Foreign Wars, and Vietnam Veterans. Special honors veterans, such as former prisoners of war and the recipients of the Combat Infantryman Badge and the Silver Star would also benefit. Such emblems are already in use by members of the Military Order of the Purple Heart and the New Jersey National Guard. The cost of the emblems, expected to be minimal, would be assumed by the emblems' purchasers.
