An Act appropriating funds from the "Public Purpose Buildings and Community-Based Facilities and Construction Bond Fund" to the Department of Law and Public Safety for construction projects at the New Jersey Training School for Boys.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. There is appropriated to the Department of Law and Public Safety, Juvenile Justice Commission, from the "Public Purpose Buildings and Community-Based Facilities Construction Fund" created by the "Public Purpose Buildings and Community-Based Facilities Construction Bond Act of 1989," P.L.1989, c.184, the sum of $5,000,000 for the following projects:

2. There is also appropriated from the Public Purpose Buildings and Community-Based Facilities Construction Fund" such amounts as may be necessary to meet any expense incurred by the issuing officials under P.L.1989, c.184 for advertising, engraving, printing, clerical, legal or other services necessary to carry out the duties imposed upon them by the provisions of that act.
3. In order to provide flexibility in administering the provisions of this act, the Attorney General may apply to the Director of the Division of Budget and Accounting in the Department of the Treasury for permission to transfer a part of any item to any "Public Purpose Buildings and Community-Based Facilities Construction Fund" account. The transfers shall be made upon the written approval of the director and of the Joint Budget Oversight Committee or its successor in a manner consistent with section 29 of P.L.1989, c.184.
4. This act shall take effect immediately.
STATEMENT
This bill would appropriate $5 million to the Department of Law and Public Safety, Juvenile Justice Commission, from the "Public Purpose and Building Community-Based Facilities Construction Bond Act of 1989" for the construction of a 48-bed housing unit and a gymnasium/visitors facility at the New Jersey Training School for Boys (NJTSB). The NJTSB presently houses 475 juvenile inmates, which is 19 percent over its capacity.
Appropriates $5 million in bond funds to the DLPS, Juvenile Justice Commission, for construction projects at the New Jersey Training School for Boys.
