      The Senate State Government Committee reports favorably Senate, No. 1277.

      This bill would require the Secretary of the Senate or the Clerk of the General Assembly, as appropriate, to notify, in writing within five business days of filing, the members of the legislative delegation serving a municipality that appears to be solely affected by a bill, resolution or committee or floor amendment or substitute. Notice would also be given to the municipal clerk who would notify the mayor and governing body of the municipality. It also requires the Office of Legislative Services to identify the municipality on the bill, resolution, substitute or amendment when the legislation appears to pertain to or affect a single municipality.

      The purpose of this bill is to prevent the Legislature from passing legislation affecting only one municipality without the knowledge of the local elected official of that, or representing that, municipality.
