      Senate Bill No. 1282 (1R) of 1996 authorizes the Director of the Division of Motor Vehicles to issue special license plates to former members of the New Jersey State Legislature who served for a minimum of 10 years. Further, the director may establish a fee for the special plates sufficient to defray the cost of their production and distribution, which shall be in addition to fees otherwise required by law.

      The Office of Legislative Services (OLS) cannot determine how many former members of the State Legislature would be interested in obtaining these special plates. Also, since the establishment of a fee to defray the costs of the plates is permissive and not required, OLS cannot estimate the additional revenue that may be generated. However, based on costs for similar special license plates, OLS would estimate a cost of about $1,500 for a new plate die and costs of $10 to $15 to produce and issue each set of special plates.

      This legislative fiscal estimate has been produced by the Office of Legislative Services due to the failure of the Executive Branch to respond to our request for a fiscal note.
