An Act concerning motor vehicle registration plates for persons who served as members of the Legislature, supplementing chapter 3 of Title 39 of the Revised Statutes and amending P.L.1955, c.155.

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

    1. (New section) Upon the application of a former member of the New Jersey State Legislature, the director shall issue special registration plates for a motor vehicle owned or leased by the former member. In addition to the fees otherwise prescribed by law for the registration of motor vehicles, the director may establish a fee for the special plates sufficient to defray the cost of their production and distribution. The plates shall identify the holder as a "Senate-Former Member" or "General Assembly-Former Member" and shall contain the Shield of the State of New Jersey, in addition to the registration number and other markings or identification otherwise prescribed by law. The director shall design the special plates, subject to approval by the President of the Senate and Speaker of the General Assembly. The plates shall not be issued to any former legislator who has been convicted of any violation pursuant to section 3 of P.L.1959, c.56 (C.39:3-33.5).

 

    2. Section 1 of P.L.1955, c.155 (C.52:2-3) is amended to read as follows:

    1. The Governor of the State, the head of any principal executive department of the State, the members and former members of the Legislature of the State, the Justices of the Supreme Court, the judges of the Superior Court, the county prosecutors, sheriffs, the Secretary of the Senate, the Clerk of the General Assembly and members of the Congress of the United States and each of them, are authorized to use, exhibit and display the Great Seal of the State of New Jersey, in whole


or in part, including such use, exhibition and display on their motor vehicle license plates.

    3. This act shall take effect on the first day of the sixth month after enactment, except that the Director of the Division of Motor Vehicles may take such action in advance of the effective date as may be necessary for the timely implementation of this act.

 

 

STATEMENT

 

    This bill would provide for the issuance of license plates for motor vehicles owned or leased by former members of the Legislature. The plates would identify the holder as a former member of either the Senate or the General Assembly and contain the Shield of the State of New Jersey. The Division of Motor Vehicles would design the plate and establish the fee to be charged for it in addition to fees now required for regular plates. Final design of the plates would be subject to approval by the President of the Senate and Speaker of the General Assembly.
