SENATE COMMITTEE SUBSITUTE FOR

SENATE, No. 1283

      The Assembly Education Committee favorably reports the Senate Committee Substitute for Senate Bill No. 1283.

      This bill provides that a student who is subject to the provisions of the "Military Selective Service Act" shall not be eligible to receive any State-funded loan, grant, or scholarship for attendance at any postsecondary institution without verification of compliance with the requirements of that act. If the student uses the Free Application for Federal Student Aid or its equivalent to receive financial aid, verification of compliance provided under the federal "Higher Education Act of 1965" would be satisfactory. If the student does not use the Free Application for Federal Student Aid or its equivalent, the institution or agency awarding the financial aid would not disburse the aid until provided proof, as specified in regulations promulgated by the Office of Student Assistance, that the student has complied with the requirements of the "Military Selective Service Act." 

      The provisions of the bill would first apply to the 1997-98 academic year.
