SENATE, No. 1314

      The Senate State Government Committee reports favorably Senate, No. 1314. 

      This bill affirms the Governor's reorganization plan which transfers the Division of the State Library to the Department of State. Consistent with the intent of the plan, the bill provides authorization for the Secretary of State to delegate responsibility for the administration and operation of the library to a public institution of higher education and authorization for the public institution to accept that responsibility.

      According to the findings and declarations section of the bill, although the Governor is authorized under the "Executive Reorganization Act of 1969," P.L.1969, c.203 to effect the transfer of the State Library, legislative action is need to authorize the Secretary of State to delegate any responsibilities for the administration and operation of the library to a public institution of higher education.
