An Act permitting certain persons to serve at school elections and supplementing P.L.1995, c.278 (C.19:60-1 et seq.).

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

    1. a. Notwithstanding any law, rule or regulation to the contrary, any person who is not a member of a political party and has served one or more times as an election officer on the day of a school election prior to March 14, 1996 or has attended a training program for election officers prior to that date and has received a certificate to that effect may serve as a member of a district board on the day of a school election, provided that the county board of elections in the county in which the school district holding the election is located determines, for any reason, that an additional or replacement board member is needed to serve at that election.

    b. Any person who is not a member of a political party who serves as a board member on the day of a school election pursuant to subsection a. of this section shall be compensated at the same rate as provided for other board members serving at that election by R.S.19:45-6.

 

    2. This act shall take effect immediately.

 

 

STATEMENT

 

    The purpose of this bill is to permit any person who is not a member of a political party and has served one or more times as an election officer on the day of a school election prior to March 14, 1996 or has attended a training program for election officers prior to that date and has received a certificate to that effect to serve as a member of a district board at a school election, provided that the county board of elections in the county in which the school district holding the election is located determines, for any reason, that an additional or replacement board member is needed.

    The bill also provides that any person who is not a member of a political party who serves as a board member on the day of a school election shall be compensated at the same rate as provided for other board members serving at that election by R.S.19:45-6.

    Under current law, only a person who is a member of a political party may be a member of a district board of election and only such persons may be appointed by a county board of elections to serve as a board member on the day of any election, including a school election.
