      The Senate Budget and Appropriations Committee reports favorably Senate Bill No. 1380.

      Senate Bill No. 1380 authorizes counties of the first class with substantial welfare populations, subject to the prior approval of the Department of Human Services, to enter into multi-year contracts for the administration of their welfare services and programs in order to improve performance and increase efficiency in the administration of such services and programs and to accordingly safeguard taxpayer dollars.

      As reported, this bill is identical to Assembly, No. 29 of 1996 (Kavanaugh).
