SENATE COMMITTEE SUBSTITUTE FOR

SENATE Nos. 1417 and 1497

      Senate Committee Substitute for Senate Bill Nos. 1417 and 1497 (1R) of 1997 would establish the "Parents Education Program," a mandatory education program for all parties filing an action for divorce where the custody, visitation or support of a minor child is an issue. The program would be developed by a nine member advisory committee appointed by the Governor, and the program would be administered by the Administrative Office of the Courts. The bill would take effect on July 1, 1998, pending an appropriation in the FY 1999 budget.

      The Administrative Office of the Courts (AOC) states that the cost of two program representatives plus one clerical person for each county to operate the program would total about $3.2 million for salaries, fringe benefits and overhead for the first year of operation.

      The Office of Legislative Services concurs.
