An Act concerning access to parking facilities for autobuses and supplementing chapter 4 of Title 48 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. Notwithstanding any provision of law, rule, regulation, resolution or ordinance to the contrary, an autobus operating under a certificate of public convenience and necessity issued by the Commissioner of Transportation shall be granted access to a parking facility owned or operated by a municipality, county, county improvement authority, county or municipal parking authority, public authority or other public entity for the purposes of allowing passengers to board or disembark.
The Commissioner of Transportation shall determine appropriate access to a parking facility if such access is disputed.
2. This act shall take effect immediately.
STATEMENT
This bill requires publicly-owned or operated parking facilities to provide access to all autobuses operating under a certificate of public convenience and necessity issued by the Commissioner of Transportation for the purposes of allowing passengers to board or disembark an autobus. The bill further provides that if access to a parking facility is disputed, the Commissioner of Transportation shall determine the appropriate access for buses to the facility.
Provides autobuses access to all publicly-owned or operated parking facilities.
