An Act supplementing and amending "An Act making appropriations for the support of the State Government and the several public purposes for the fiscal year ending June 30, 1997 and regulating the disbursement thereof," approved June 28, 1996 (P.L.1996, c. 42).
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. In addition to the amounts appropriated under P.L.1996, c. 42, there is appropriated out of the General Fund the following sums for the purposes specified:

In addition to the sums hereinabove for the Employee Benefits program classification, the Director of the Division of Budget and Accounting shall transfer or credit to these accounts the sum of $1,500,000 from appropriations made to various spending agencies to reflect savings as a result of the elimination of two high salaried patronage positions from each department. This additional sum shall be appropriated for the Employee Benefits program classification.

3. This act shall take effect immediately.
STATEMENT
This bill would substantially restore to the Department of Environmental Protection the reductions in funding that resulted from enactment of the FY 1997 Appropriations Act (P.L. 1996, c. 42). That act effectively reduced the DEP budget by over $17 million. This bill would restore $14.9 million to the department.
To fund this restoration, this bill would reduce appropriations made in the FY 1997 Appropriations Act by a total of $10,800,000 and would increase available revenues by approximately $5,000,000. The spending reductions in this bill are as follows:
● $2 million from consolidating Department of Education county offices.
● $2.1 million from the elimination of State Police services to non-rural municipalities.
● $2.8 million from the elimination of the Department of State and the transfer of its necessary functions to other departments.
● $150,000 from merging the Division of Elections and the Election Law Enforcement Commission.
● $2.250 million from reductions in the appropriation to various contingency funds.
● $1.5 million from the elimination of two patronage positions in each department.
Lastly, this bill would lapse the remaining FY1996 funds (estimated to be $5 million) in the Department of the Treasury's Productivity and Efficiency Program.
Appropriates $14.9 million to DEP to restore FY1997 budget cuts; reduces FY1997 appropriations by $10.8 million; increases available revenues by approximately $5 million.
