      The Senate Law and Public Safety Committee reports favorably and with committee amendments Senate Bill No. 1680.

      As amended and released by the committee, this bill permits a municipality to enact an ordinance to prohibit the New Jersey Department of Transportation (DOT), the New Jersey Transit Corporation or a toll road authority from establishing or expanding, either directly or by contract or agreement, a park-and-ride lot or facility adjacent to a public or private school. The bill also permits the municipality to set, by ordinance, conditions for the operation of a park-and-ride lot or facility. The purpose of this bill is to prevent a situation in which the establishment of a new park-and-ride lot or facility or the expansion of an existing lot or facility would create additional traffic which would endanger the safety of students traveling to and from a public or private school.

      As introduced, the bill prohibited the DOT, the New Jersey Transit Corporation or a toll road authority from establishing or expanding, either, directly or indirectly, a park-and-ride lot or facility adjacent to a public or private school.
