      Senate Bill No. 1697(1R) of 1996 authorizes the Department of Environmental Protection (DEP) and the Delaware and Raritan Canal Commission (DRCC) to review and approve work undertaken by the Department of Transportation (DOT) with regard to bridges and associated structures along or traversing the Delaware and Raritan Canal.

      According to the Executive Director of the DRCC, this bill would have a nominal impact on the commission; the required commission review and approval of DOT work on canal bridges and associated structures can be accommodated within available commission resources.

      The Office of Legislative Services (OLS) notes that DOT finances the actual construction work related to Delaware and Raritan Canal bridges and associated structures with federal funds and monies provided by the New Jersey Transportation Trust Fund (TTF). The construction financing scenario would not change under this bill. Consequently, OLS would estimate that the review and approval costs that may be attributable to construction work undertaken by DOT would be nominal, and that the actual construction work would continue to be financed with federal funds and the TTF.
