Bill Summary:

      Senate Bill No. 1745 of 1996 requires the Commissioner of Human Services (DHS) in consultation with the Adjutant General of the Department of Military and Veterans' Affairs (DMVA) and the Commissioner of Labor (DOL) to establish a program of education and job training programs for recipients of benefits under the Work First New Jersey program which would be conducted by the Army and Air National Guards at armories and by community colleges located throughout the State. The bill also imposes requirements on private entities that provide education or training to Work First New Jersey beneficiaries, specifically that such entities be certified and that they cannot advertise or promote the availability of a student loan.

 

Agency Comments:

      DOL has indicated that the program and its associated costs could be incorporated within existing programs such as Jobs Training Partnership Act and Workforce Development. DMVA is not able to provide any estimates "without knowing the specific requirements of this program." The Office of Management and Budget (OMB) has indicated that sufficient funds are available in the FY 1997 appropriations act and the FY 1998 recommended budget to support the activities envisioned in the legislation.

 

      Office of Legislative Services (OLS) Comments:

      The OLS concurs with OMB that sufficient funds for the program are available in the Work First New Jersey - Work Activities allocations: FY 1997- $59.0 million; and FY 1998, $84.0 million (as recommended in the Governor's budget).
