      The Senate Community Affairs Committee reports favorably Senate Bill No. 1821 with committee amendments.

      This bill, as amended, is intended to protect certain persons who have qualified as eligible for appointment as police officer and have completed phases of the certification process, in the event that the civil service hiring list on which they have been placed expires. The bill would grant such persons, who were on an eligibility list of a city of the first class with a population exceeding 250,000, according to the 1990 decennial census, priority on any new employment list established for that position for one year commencing April 1, 1997.

      The committee amended the bill to limit the period of priority to one year and to specify that the bill would take effect retroactively on April 1, 1997.
