An Act concerning the appointment of certain persons as law enforcement officers.

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

    1. Any person who has served as a federal law enforcement officer for more than 19 years, with at least 14 of those years as an agent of the Immigration and Naturalization Service, and who, during that period of federal service earned more than 75 commendations and three Attorney General awards for valor and merit may be appointed as a law enforcement officer by any State, county or municipal appointing authority, or by any independent authority, notwithstanding the fact that the person does not meet the qualifications set forth in R.S.53:1-9, N.J.S.2A:154-2, N.J.S.40A:14-122(4), or any other such statute prescribing qualifications for appointment as a law enforcement officer.

 

    2. This act shall take effect immediately and shall expire on the 366th day following enactment.

 

 

STATEMENT

 

    This bill would waive temporarily certain statutory restrictions to permit State, county and municipal authorities to appoint certain highly experienced and qualified persons as law enforcement officers. The waiver also would apply to those independent authorities that appoint law enforcement officers.

    Under the bill, these appointing authorities would be permitted to hire certain individuals as law enforcement officers even though those individuals do not meet certain statutory hiring requirements. The waiver would apply to highly experienced and qualified individuals who have served at least 19 years as federal agents, including 14 years in the Immigration and Naturalization Service, and earned at least 75 commendations and three Attorney General awards for valor and merit.

    This bill is temporary and executing. The appointing authority afforded under its provisions will expire on the 366th day following enactment.
