      Bill Summary:

      Senate Bill No. 2169 of 1997 directs the State to waive any outstanding repayment by a county of the first class with a population of between 775,000 and 800,000 according to the 1990 federal decennial census that has taken credits on charges from the State for maintenance costs of certain persons residing in State institutions.


      Agency Comments:

      The Department of Human Services and the Office of Management and Budget have not provided any fiscal information on the legislation.


      Office of Legislative Services Comments:

      As indicated in the bill statement, Essex county would not have to repay the State approximately $12 million. This estimate is based on correspondence from the Essex county’s Acting Budget. The $12 million has been classified as a receivable by the Department of Human Services for several years.
