A Supplement to "An Act making appropriations for the support of the State Government and the several public purposes for the fiscal year ending June 30, 1998 and regulating the disbursement thereof," approved ............, 1997 (P.L.1997, c. ).

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

    1. In addition to the amounts appropriated under P.L.1997, c....., there is appropriated out of the General Fund the following sum for the purpose specified:

      Council for Southern Africa at Rutgers University-Camden....

      2. The amount hereinabove shall be appropriated on a dollar for dollar basis upon Rutgers University appropriating a minimum of $25,000 to the council. Any additional amount in excess of $25,000 raised by Rutgers University directly or in conjunction with corporate donors shall also be mathched on a dollar for dollar basis.

 

      3. This act shall take effect immediately but shall remain inoperative until the enactment into law of the annual appropriations act for the fiscal year ending June 30, 1998, P.L.1997, c.

 

 

STATEMENT

 

      This bill provides a maximum supplemental appropriation of $100,000 to the Council for Southern Africa at Rutgers University-Camden. Currently, the council is financially supported solely by Rutgers University-Camden. The amount of State aid provided for under ther bill shall be appropriated on a dollar for dollar basis upon Rutgers University appropriating a minimum of $25,000 to the council. In addition, any amount in excess of $25,000 raised by Rutgers University directly, or in conjunction with corporate donors, shall also be matched on a dollar for dollar basis.

      The council's goal is to promote and facilitate business and educational opportunities that will benefit the State of New Jersey and the countries of Southern Africa. This bill provides the council with funds to further its work in assisting New Jersey based businesses in pursuing opportunities in Southern Africa. In addition, these funds will help the State to establish socioeconomic and cultural contacts with Southern Africa. Also, the funds will aid the council in promoting academic programs between Rutgers University and the universities in Southern Africa. This financial commitment by the State will ensure that it is an active partner in achieving and furthering these important goals.
