SENATE CONCURRENT RESOLUTION No. 104

 

STATE OF NEW JERSEY

A Concurrent Resolution memorializing the Congress and President of the United States to enact legislation to designate the first Sunday in May as National Loyal Heart Award Day.

 

Whereas, There are more than 49 million people in the United States with disabilities whose civil rights are guaranteed under the "Americans with Disabilities Act of 1990"; and

Whereas, A multitude of caregivers support persons with disabilities and assist them to achieve their fullest potential; and

Whereas, An awareness of these caregivers should be included among the issues, expanded communications and awareness promotions that inform the public about the needs and concerns of persons with disabilities; and

Whereas, Federal, state, county and local governments have implemented inclusionary programs for persons with disabilities that they could not or would not be able to attend without the loving care and assistance of those who aid them; and

Whereas, The "Loyal Heart Award" was initiated in 1994 by Elayne Hyman Risley of the Middlesex County Chapter of the New Jersey Coalition on Women and Disabilities to recognize the contributions made by these selfless individuals who give their time and consideration to care for persons with disabilities; and

Whereas, In order to promote a spirit of community and to ensure     continued public recognition of the important role these Loyal     Heart Award recipients and all caregivers, who are often family     members, friends, neighbors, health care professionals or aides, play     in the life of persons with disabilities, it is only fitting that a Loyal  Heart Award Day be celebrated nationwide; now, therefore,

 

    Be It Resolved by the Senate of the State of New Jersey (the General Assembly concurring):

 

    1. The Congress and the President of the United States are respectfully memorialized to enact legislation honoring all caregivers of people with disabilities in the United States by designating the first Sunday in May as National Loyal Heart Award Day.


    2. Duly authenticated copies of this resolution, signed by the President of the Senate and the Speaker of the General Assembly and attested by the Secretary of the Senate and the Clerk of the General Assembly, shall be forwarded to the President of the United States, the presiding officers of the United States Senate and the House of Representatives, and each member of Congress elected from this State.
