SENATE HEALTH COMMITTEE

STATEMENT TO

SENATE CONCURRENT RESOLUTION No. 14

STATE OF NEW JERSEY

DATED: JANUARY 22, 1996

The Senate Health Committee favorably reports Senate Concurrent Resolution No.14.

This concurrent resolution memorializes the United States Congress to adopt pending legislation in both houses which would provide mothers and their newborns with at least 48-hour hospital stays after childbirth. Senate Bill 969 of 1995, for example, was modeled after P.L.1995, c.138, which requires insurers in New Jersey to provide adequate postpartum care by allowing mothers and their infants to remain in the hospital for 48 hours after a vaginal birth and 96 hours after a Caesarean delivery. There are also several measures pending in the House of Representatives that accomplish similar goals.

This concurrent resolution is identical to Senate Concurrent Resolution No. 117 of 1995.

This concurrent resolution was prefiled for introduction in the 1996-97 session pending technical review. As reported, the resolution includes the changes required by technical review which has been performed.
