STATEMENT TO
SENATE CONCURRENT RESOLUTION, No. 15
STATE OF NEW JERSEY

The Senate Legislative Oversight Committee favorably reports Senate Concurrent Resolution No. 15 of 1996.
This concurrent resolution embodies the finding of the Legislature that the amendment to N.J.A.C.7:1E-4.10(d) proposed at 27 N.J.R.2337 by the Department of Environmental Protection requiring that maps submitted as part of a DPCC plan pursuant to the "Spill Compensation and Control Act," ("Spill Act"), P.L.1976, c.141 (C.58: 10-23.11 et seq.), be submitted in digital form, after it was already submitted in paper form, is inconsistent with legislative intent.
The Commissioner of Environmental Protection shall have 30 days following transmittal of this resolution to amend or withdraw the proposed regulation, or the Legislature may, by passage of another concurrent resolution, exercise its authority under the Constitution to invalidate the proposed regulation in whole or in part.
