STATE OF NEW JERSEY

A Joint Resolution directing the Department of Education to review the certification process of school business administrators.

 

Whereas, A New Jersey school district recently found it necessary to fire a school business administrator who had made a serious error in calculating the local property tax levy; and

Whereas, Unknown to the district, the administrator had been previously fired by two other school boards for making similar serious errors in the business affairs of their districts; and

Whereas, New Jersey is one of only two states in which a school business administrator may receive a lifetime certificate with no requirement for periodic renewal; and

Whereas, In light of recent events, there is a need to review the certification process of school business administrators in order to make certain that the persons who are employed by school districts are reliable and competent; now, therefore,

 

    Be It Resolved by the Senate and General Assembly of the State of New Jersey:

 

    1. The Department of Education is directed to review the process of certification of school business administrators, including the criteria and procedures for the revocation of a certificate.

 

    2. The department shall submit a report of its findings to the Governor and the Legislature six months after the effective date of this resolution, and may, upon notification of the Governor and the Legislature, extend the reporting date by an additional six months.

 

    3. This joint resolution shall take effect immediately.

 

 

STATEMENT

 

    This joint resolution directs the Department of Education to review the process of certification of school business administrators, including the criteria and procedures for the revocation of a certificate. The department is required to issue a report to the Governor and the Legislature within six months and may request an extension of the reporting date by an additional six months.
