SENATE RESOLUTION No. 13

 

STATE OF NEW JERSEY

 

INTRODUCED FEBRUARY 5, 1996

A Senate Resolution memorializing the Department of Transportation to study whether noise barriers should be constructed along State Route 208 1[in the Borough of Hawthorne in Passaic County] , Interstate Route 78, Interstate Route 280 and State Route 551.

 

Whereas, The noise produced by the large volume of automobiles, buses and trucks that use the portion of State Route 208 which runs through the Borough of Hawthorne in Passaic County 1,1 disrupts the lives of the citizens exposed to the noise and represents a severe reduction in the quality of life of those citizens; and

1 Whereas, The noise produced by the large volume of traffic which runs, respectively, through Route 78 in Clinton Town and Township in the vicinity of Allendale and the Clinton Town public school, through Route 78 in the city of Newark, through Route 280 in Roseland, and Route 55 in Elk Township, also disrupts the lives and represents a severe reduction in the quality of life of the citizens in those municipalities, and1

Whereas, It is appropriate for the Department of Transportation to conduct a study to determine whether the construction of noise barriers along 1[that portion of State Route 208] these highways1 would reduce highway traffic noise produced by these vehicles and thereby restore the health, tranquility and well-being of residents living near 1[the highway] those highways1; and

Whereas, The citizens living in those residential areas near the 1[portion of State Route 208 which runs through the Borough of Hawthorne in Passaic County] highways1 would benefit from a determination of whether noise barriers are appropriate for that area; and

Whereas, It is altogether fitting and proper that the Legislature express its policy of protecting citizens of this State who are adversely affected by excessive automobile, bus and truck noise and request a study by the Department of Transportation to determine whether noise barriers should be constructed along 1[the portion] certain portions1 of State Route 208 1 [which runs through the Borough of Hawthorne in Passaic County], Interstate Route 78, Interstate Route 280, and State Route 55 as enumerated in this resolution1; now, therefore,

 

    Be It Resolved by the Senate of the State of New Jersey:

 

    1. The Department of Transportation is hereby urged to conduct a study of whether noise barriers should be constructed along 1[the portion] certain portions1 of State Route 208 1[which runs through the Borough of Hawthorne in Passaic County] , Interstate Route 78, Interstate Route 280, and State Route 55 as enumerated in the preamble of this resolution1.

 

    2. A duly authenticated copy of this resolution, signed by the President of the Senate and attested by the Secretary thereof, shall be transmitted to the Commissioner of Transportation.
