STATE OF NEW JERSEY

 

INTRODUCED FEBRUARY 15, 1996

A Senate Resolution urging the federal Health Care Financing Administration to approve a waiver to permit the State Medicaid program to provide a package of family care services.

 

Whereas, The State of New Jersey has submitted a 1915(c) waiver to the Health Care Financing Administration requesting federal authorization to include a new package of community-based family care services under the State Medicaid program; and

Whereas, Family care includes alternate family care services, comprehensive personal care homes and assisted living; and

Whereas, Alternate family care is an arrangement whereby one or two individuals in need of long-term care receive room, board and care in the private residence of a non-related family who is trained to provide the necessary caregiving; and

Whereas, A comprehensive personal care home is a licensed facility for four or more adults which provides room and board and certain services to these adults; and

Whereas, Assisted living provides a coordinated array of supportive personal and health services 24-hours a day, in apartment-style housing with congregate dining, to four or more eligible adults; and

Whereas, Family care offers consumers a greater choice of home and community-based alternatives to nursing home care; and

Whereas, With the increasing number of senior citizens in this State, it is necessary to insure that the maximum range of community-based living arrangements are available to these residents in the State; now, therefore,

 

    Be It Resolved by the Senate of the State of New Jersey:

 

    1. The federal Health Care Financing Administration is urged to grant a waiver to permit the State Medicaid program to provide a package of family care services for eligible adults.

 

    2. Duly authenticated copies of this resolution, signed by the President of the Senate, and attested by the Secretary of the Senate, shall be forwarded to the Administrator of the Health Care Financing Administration, the United States Secretary of Health and Human Services and every member of the Congress of the United States elected from the State of New Jersey.

 

 

STATEMENT

 

    This resolution urges the federal Health Care Financing Administration to grant a waiver to permit the State Medicaid program to provide a package of family care services for eligible adults. Family care includes alternate family care services, comprehensive personal care homes and assisted living.

 

 

 

Urges the Health Care Financing Administration to grant waiver to permit State Medicaid program to include certain family care services.
